Israel Is Higher Than All Lands

It is a well-known principle that the sanctification of the months and the intercalation of the years depend only on the Land of Israel and on the existence of a court, and on the existence of a nation in its land. Human perception in the Land of Israel is what is responsible for time, and for its sanctification, and for the decision of when the festivals will be marked. The Rav explains that this statement – that the sanctification of the months and years is specifically in the Land of Israel – indicates the greatness of the land, so much so that the very foundation of the Torah's existence is specifically in the Land of Israel.
