The more the world and man advance, the more the individual becomes an ever loftier goal. A person seeks his own private connection to everything, and in the Rav's language there is in this a seeking of God.
Rav Kook writes these things more than a hundred years ago, and how many revolutions and how much individualism the world has undergone from his days until our own. Further in his words the Rav takes his statement even further - seemingly we would expect that things like these would be said specifically of tzaddikim and supernal people, but the Rav writes that a person's connection to himself in our times, even when it is done in directions that are not kosher from the outset, can do great good for the world.
When we connect to our inner voice, we can truly connect to the Holy One, even when our foundation and our initial orientation are not 'Torah-based.'
